The game normally displays card art from a texture atlas — many card images packed into a single large texture for rendering performance. This comes at the cost of image quality. The game also ships individual, higher resolution versions of every card portrait, but does not use them during normal play.
This mod intercepts the card portrait loading and redirects it to those higher resolution images instead.

Extract .zip and copy into the mods folder. .dll and .json should be in that folder.
If you are installing a mod for the first time, your save file wont transfer to modded version. To combat this I recommend Unified Save Path

The game has one giant atlas with all the card portraits for each character, but it also has each card portrait in a separate file which are 1000x760 pixels, I think in the atlas they are approximately 250x190 pixels.
Why it was done? Performace, unmodded game runs better. Not only because its one draw call for the GPU for entire asset of cards, but also les memory has to be used due to low resolution.
Massive thanks to Alchyr for making such a great wiki of how to actually use Rider and build the mod. Even included Mac tips, hell yeah.

HighResolutionCards - Only Card Inspect Screen- affects the resolution only if you are inspecting the card. Recommended for most users
HighResolutionCards - All card previews- affects the card resolution even when its in your hand. Recommended if you have 1440p monitor or higher. Otherwise at lower resolution screens aliasing would kick in and make images look jittery

How it works and why its a thing
The game has one giant atlas with all the card portraits for each character, but it also has each card portrait in a separate file which are 1000x760 pixels, I think in the atlas they are approximately 250x190 pixels.
Why it was done? Performace, unmodded game runs better. Not only because its one draw call for the GPU for entire asset of cards, but also les memory has to be used due to low resolution.
